Note the word 'remote' in the error message. "remote rejected" means the
server on git.savannah.gnu.org rejected it.

AFAIK, the person who knows how to modify this config is Jim Meyering.

This config is reasonable for 99.99% of the files. We don't want to
remove it, only to exempt the files in doc/Copyright/ from applying.
