No, it's relevant
* for m4, because m4 makes indirect use of iconv_open(),
and thus the output of 'm4 --version' may be unexpected under
qemu user-mode,
* because bug-gnulib is in CC and many charset related gnulib tests
fail in these qemu user-mode environments.
