Works for me. I installed a Debian 12/i386, upgraded it to Debian unstable [1], and built - a gnulib testdir for modules 'frexp-nolibm', 'frexpl-nolibm', - Eric's m4 prerelease tarball from last week. Result: All tests passed. Bruno [1] https://wiki.debian.org/DebianUnstable#Installation
