I don't think that the set of "standard tools" is shrinking. Rather, it's expanding. On OpenBSD for example, perl is installed by default. Similarly, Python is considered a standard tool nowadays. Probably some people at Red Hat just thought "how can we reduce the weight of our default install" and opted to remove 'awk' here and 'diffutils' there, knowing that the user can easily install them from the package repositories.
