Is that still true?  The way gnulib's bootstrap construct the LINGUAS
file doesn't result in them being included for me:

  download_po_files $ref_po_dir $domain \
    && ls "$ref_po_dir"/*.po 2>/dev/null |
      sed 's|.*/||; s|\.po$||' > "$po_dir/LINGUAS" || return

The only way I see that working is if I have po/e...@quot.po and
po/e...@boldquot.po in git, or make sure to create them before this piece
of code is run.  But I prefer avoid doing either unless it is the only
way to follow the advice on LINGUAS file.  Is there any better way?
