Thanks for notifying me. The release announcement winsup/cygwin/release/3.5.6 lists as fixed two of the three bugs that I reported. The third one [1] is fixed as well, and running all Gnulib tests on 3.5.6 passes. I'm therefore reenabling the Cygwin 64-bit build in the CIs of gnulib, gettext, and m4.
