How do we deal with this for manually written ChangeLogs? For example
two people commiting patches at the same time:
$ TZ='America/Los_Angeles' date
Wed Jul 3 05:08:12 PM PDT 2024
$ TZ='Europe/Berlin' date
Thu Jul 4 02:08:20 AM CEST 2024
