The idea of the 'fdl' module is to point to the current version of the GFDL. A maintainer who does not want to be surprised by a silent license change will pick the module with the explicit version number. There is now a notice in the module description "Don't use this module! Instead, copy the referenced license file into your version control repository." but it was installed only recently. Probably there are a number of packages out there that use the 'fdl-1.3' module through gnulib-tool. The "no surprises" argument applies to them. Bruno
