tls tests: Prevent that the test takes too long.
* tests/test-tls.c: Include <signal.h>, <unistd.h>.
(main): Let the test fail if it takes more than 10 minutes.
* modules/tls-tests (configure.ac): Test whether 'alarm' is declared.
