changed the quoting for INSTALL to quote `like this' instead of 'like
this'. I expect this was because you used older texinfo to generate
those files. I redid it with modern texinfo 6.0 and fixed it with this
commit:

The effect of the two combined changes is merely to update the copyright
dates.
