Cool.  I see that now, looking at m4/vararrays.m4.

   module should bring in vararrays automatically.  I assume it's using
   gnulib-tool?

Yes.  In this case, i eagerly await gnulib module ‘vla’ and will switch
RCS to use it (and ‘VLA_ELEMS’).
