The package that hosts the instance of gnulib on which the failure was observed is GnuTLS-3.1.5. I'm not sure whether it replaces fseek or not, i don't see anything like that in its configure.ac, and there is no special configure for its gl subdirectory. However, that subdirectory does have fseek.c and fseeko.c, and m4 subsubdirectory has fseek.m4. But fseeko.o or fseek.o are not produced when the packages is compiled.
