Yes, certainly, please keep gnulib's openmp.m4 in sync with autoconf. I cannot judge this patch in particular, because I don't know Fortran. But you do. And if the options -homp or -Popenmp lead to havoc with compilers others than the one for which they were intended for, we'll notice it soon. So, please commit this into gnulib.
