Did you 'cp .gnulib/build-aux/bootstrap .'? Remember, bootstrap is the one file that must be manually copied into the destination project, to break the chicken-and-egg problem of how does bootstrap copy all other gnulib files into place if bootstrap is not already in place.
Any ideas?
Patch coming up to just the libvirt list that I think resolves your question.
