The "all non-glibc platforms" is what was open-ended (because it precludes the idea that someone else will implement it). Personally, I'm okay with "is missing on many platforms", followed by the list (which we can then tweak over time to list the last known buggy versions as other implementations start to add POSIX 2008 compliance).
