The problem is that if mingw+wine doesn't work for me (as developer) I won't be able to produce Windows package and feel confident that they will work. Testing software under wine has identified several bugs that were found on real Windows too, and I only recall one Wine bug that have been identified so far (although I don't recall the details). Also, I think a fair number of people actually do use Windows software via Wine. It seems wrong to ask these people to go and buy Windows instead.
