That may be, but it doesn't make distributing a snapshot of gnulib as a
"package" any less problematic. It is still the wrong thing to do.
I don't see any "right" thing to do, other than not distribute it, but it's
a valuable resource for developers, some of whom may only ever get Debian on
CD, and not have internet connections. I suppose it comes down to "how is
one supposed to use gnulib if one doesn't have an internet connection?".
