For all-locales, OpenBSD needs the same strategy as Darwin. Below is the result for OpenBSD 4.1. (The machine I have access to has not yet been upgraded to OpenBSD 4.2, which was just released, on Nov. 1, 2007.) It is incomplete because OpenBSD lacks the locale utility needed to fill out the "locale charmap" column.
