Ok.  The license was originally included in the C library manual because it
was the first and canonical use of the LGPL, and RMS wanted to have it
there as the canonical place on paper to see the license (akin to the GPL
appearing in the printed Emacs manual).  AFAIK, it was never a legal
requirement, always a GNU policy decision.  I have no opinions about that
policy, but I presume it has not changed.
