I have verified that the patch works on cygwin; that if the gnulib
sys/time.h replacement is created on cygwin, it no longer crashes when
trying to redefine gettimeofday (and as a side note, CVS cygwin was fixed
today so that the signature of gettimeofday now complies with POSIX,
meaning that even in the unsupported -Werror case, cygwin 1.7.0 will no
longer trigger the replacement sys/time.h due to gettimeofday).
