It's not just a question of whether it provides fold and cut. It's a question of whether it provides versions that are reliable enough for our purposes (which include long lines, which means that in the POSIX sense the files are not text files). It's not clear to me that the answer is yes. One way to find out is to have one package (libtool, say?) try it and see.
