The Solaris 2.4 <sys/time.h> has:

Only its documentation is confusing: it has a manpage gettimeofday.3b with

and a manpage gettimeofday.3c with
.BI "int gettimeofday(struct timeval *" "tp" );
So indeed I agree that very old systems apparently had a declaration with only
one argument.
