The mkdir-p module currently
- lists m4/chdir-safer.m4 but the file does not exist in CVS,
- defines macros gl_FUNC_LCHMOD and gl_CHDIR_SAFER but does not use
them (they are needed though).

* mkdir-p.m4 (gl_MKDIR_PARENTS): Require gl_FUNC_LCHMOD and
gl_CHDIR_SAFER.
* m4/chdir-safer.m4: Sync from coreutils.
