Yes, that Inner Net license is acceptable. The short justification is that it's acceptable for glibc so it's OK for GNU projects anyway. The long justification, if you're interested, is that once you assume the LGPL it imposes no real restrictions other than what the LGPL itself imposes so it's logically equivalent to the empty set (other than the fact that that the notice itself must be preserved, which is OK as per the LGPL).
