I'm reluctant to put URLs like that in the code or documentation, since they mutate too rapidly with time. For example, they changed last year. (I noticed since I sometimes give programming assignments that reference these pages.) If we had URLs like that, it'd be yet another thing to maintain when a new version of POSIX comes out, and I'd rather not have the hassle of keeping URLs up-to-date. It would be nice if the Open Group had an easy way of saying "get me the latest version of the man page for fopen, whatever that is".
