How can I check it out to see if I really do have access? And install it if
I don't have access.
The instructions I used:
"wget xo-get.olpc.at

That message would normally be followed by the specific reason that
you "cannot access xo-get.py" such as "No such file or
directory" or
other reason.
chmod u+r filewhichdoesnotexist
chmod: cannot access `filewhichdoesnotexist': No such file or directory
What message did it say for you?
Do you have permission to access and modify that file?
ls -ld
xo-get.py
