Cfengine does not send repeat emails more than once per day, but it is not very smart. Small differences (the date etc) could cause it to send the message every time. Are you seeing any hung processes on the machine? There was a change toward multithreading in cfexecd in 2.2 which could possibly have something to do with this, but my only suggestion on the information provided is to try 2.2.7 which fixes the problem for most people.
