ldelf_place_orphan uses .interp as placement anchor. For ELF targets without
.interp in linker script, like hppa64-hp-hpux11.23 and nds32le-linux-gnu, it
doesn't place orphaned note sections very well, which leads to
hppa64-hp-hpux11.23 +FAIL: ld-elf/pr23658-1e
nds32le-linux-gnu +FAIL: ld-elf/pr23658-1e
