I wrote a new comment into bug #20814 with explanation and I think that Hint value in lib archive (= import library) generated by dlltool can be fixed just by reverting the commit 35fd2ddeb1d90f1750401cfb6d01fe055656b88d. I tried to explain all the things related to ordinals and hint numbers. If something is still not clear, please write which part.
