The effect you desire can be achieved by setting the SOURCE_DATE_EPOCH
environment variable and using the latest binutils sources:
$ objcopy linuxx64.efi.stub fred.efi
$ sha1sum linuxx64.efi.stub fred.efi
12db40170c6cd10c7b4fd54843e8a0fb3a5fec8a linuxx64.efi.stub
4400f02b09c5b339d688409e56739084844e57c3 fred.efi
$ export SOURCE_DATE_EPOCH=0
$ objcopy linuxx64.efi.stub fred.efi
$ sha1sum linuxx64.efi.stub fred.efi
12db40170c6cd10c7b4fd54843e8a0fb3a5fec8a linuxx64.efi.stub
12db40170c6cd10c7b4fd54843e8a0fb3a5fec8a fred.efi
