It turned out the additional failures I was running into in linking the customer's application (once I got past the DT_NEEDED issues reported in this issue) were due to PR 28879 (and PR 28264 before that). I was able to get successful builds using mainline head plus the version of the patch in comment #9 and the tip of the 2.38 branch with the original version of the patch.
