  makeinfo --version

That depends upon the OS that you are running.  Usually however if you want a
newer version of a tool, like texinfo, then you need to upgrade to a newer
version of the OS.

You could also download, build and install the latest version yourself.  The
download link from this webpage should allow you to find any version you want:

  https://www.gnu.org/software/texinfo/
