For current mainline binutils + the fix for pr13557 gives me
/tmp/cc9SZRf3.ltrans0.ltrans.o:cc9SZRf3.ltrans0.o:(.text+0x9): undefined
reference to `bar'
After adding --plugin to your testcase Makefile ar command, the link succeeds.
