Looks like SIZEOF_HEADERS oscillating between 32 and 64 is part of the problem,
see ld/emultempl/elf-generic.em:gld${EMULATION_NAME}_map_segments.
Then, the place that allocates space for headers allocates a different amount
than is output, for the test-case. Patch in testing.
