The conversion from r19 to r27 appears to be on a reloc-to-reloc basis?
I don't see that bfd/elf32-hppa.c supports converting any of the TLS GD, IE, or
LDM sequences from r19 to r27.
Is this a missing piece of the TLS implementation?
