There's one more issue I forgot to write about: right now the license used is the FDL 1.1, but the current version is 1.2, and has been for quite a while. I don't think there's any particular reason to use 1.1 here?
Agreed. It was purely inertia on our part.
Of course the FDL text itself should be updated too; the latest is at http://www.gnu.org/licenses/fdl.texi. It'll need a tiny bit of rearranging since we removed the hardwired sectioning commands at rms's suggestion. If you like, I can send a patch for it ...
