OK, I am going to check the patch in with the ChangeLog below. I will not
change the PE ports for non-x86 targets. If it turns out that this feature is
needed for them then it will be very simple to add the required behaviour.

PS. I looked at the testcase, but I did not see an easy way to integrate it into
the linker testsuite, especially when cross-building cygwin and mingw
toolchains.
