The answer is no. The ARM ABI says (http://www.arm.com/pdfs/aaelf.pdf), section 4.6.1.5: A linker is not required to generate trampoline sequences to extend the branching range of the jump relocations. R_ARM_THM_JUMP11 is one such relocation and therefore does not need veneering.
