Sure it can - you just need to tell it to disassemble instructions for the
correct architecture. Try this test:
% cat pr3229.s
.text
.global fred
fred:
.long 0x7c0058ec
.long 0x7c0303ec
cli 1, 2
clf 2, 3
% powerpc-gas pr3229.s -o pr3229.o
% powerpc-objdump -m rs6000:6000 -d pr3229.o
