It just hides the real problem. dwarf2.c doesn't really support more than one debug_xxx sections properly. It won't be easy to fix. Since dwarf2.c is mainly used for error reporting, it isn't a serious problem.
BTW, readelf also assumes there is one set of DWARF debug sections.
