Hi Ben, I see you just accepted this old thing!
To add some detail that I've found out since, cygwin packages msgfmt with the
readline-devel package, gettext ships in the readline (i.e runtimes-only)
package.
So if msgfmt/gettext are only needed when building from CVS, not tarballs,
then this is a non-issue, since it's reasonable to require developers to have
the full readline dev env installed.
