There was some discussion regarding that on the mailing list, and since a few more targets are affected by this I actually asked the maintainers of those targets to respond and/or fix this. The bottom line is that it is highly questionable practice in these targets to use as_fatal (rather than as_bad) on unrecognized opcodes.
