It's not a hard and fast rule. In this case, the new option directly
reflects the behavior change: we are now splitting words in compound
key-value pair assignments.
This is pretty common: localvar_inherit, inherit_errexit, and so on.
The default is chosen independently. In this case, the consensus is that
the old behavior is simply not useful (or not useful enough), so the
default is `on'.
