It's not. You can configure bash to have it enabled by default
(--enable-extended-glob-default=yes) but it is not enabled by default:
$ grep extglob configure.ac
opt_extglob_default=no
or you can enable it in a startup file.
You can find out which you have by running `grep EXTGLOB_DEFAULT config.h'
in your bash build directory.
