The requested feature changes behavior in a backwards-incompatible way, and thus it is guaranteed to break existing scripts. The semantics of file removal in POSIX systems is well-defined, and users of Bash and other POSIX compliant shells should make an effort to learn about them, instead of changing every system to match their mental model.
