Because savannah can't do that.
The original request was to have one place to go to for bug reports. The
best you can do is to have savannah send `notifications' to bug-bash when
an issue is opened. It's not bugzilla; there's no facility to send email
and have it added to an issue as a comment, and follow-up comments on
savannah don't generate notifications.
