POSIX itself admits that the name is confusing.  From sh(1posix):

RATIONALE
       [...]
       The  name  IFS  was originally an abbreviation of ``Input Field Separa‐
       tors''; however, this name is misleading as the IFS characters are  ac‐
       tually  used  as  field terminators.
