Your terminal is messed up. Try `reset'.

The sort order is supposed to change; that's the whole reason for that
option.

Reset your terminal. When I try this, I get:
$ ls b

bashbug bashline.o bracecomp.o buildversion.o
bashenv bashversion braces.o builtins/
$ bind 'set print-completions-horizontally on'
$ ls b
bash bashbug bashenv bashhist.o
bashline.o bashversion bashversion.dSYM/ bracecomp.o
braces.o buildsignames.o buildversion.o builtins/
$ ls b
bash bashbug bashenv bashhist.o
bashline.o bashversion bashversion.dSYM/ bracecomp.o

on bash-4.4-alpha, hitting TAB after the `b' on each line.
