Thanks for your reply. I am glad to hear that this is already on the wish list, although I appreciate it is not straightforward to implement.
A stopgap might be to make Ctrl-Z do nothing when the currently running command is a loop or other flow control construct. Instead it would print a message explaining that only the current subprocess would be interrupted, and saying to hit Ctrl-Z again if that is what you really wanted.
