This is not a bug, but is due to your choice of locale, and its choice of
collating sequences.  Try exporting LC_ALL=C to see the difference.

> coreutils-6.4-10
> bash-3.1-55

Consider upgrading.  coreutils is at 6.7, and bash at 3.2.
